The National Energy Board (NEB) Reconsideration report to the Government of Canada, recommending that the Trans Mountain Expansion Project is in the Canadian public interest and should be approved. 

On January 25, 2018, Trans Mountain filed its Reply Argument with the NEB as part of the Reconsideration hearing.

On January 17, 2018, Trans Mountain filed its Argument-in-Chief with the NEB as part of the Reconsideration hearing.

On October 31, 2018, Trans Mountain filed its Opening Statement and Direct Evidence with the NEB as part of the Reconsideration hearing.

The National Energy Board (NEB or the Board) has issued a 533-page report recommending Governor in Council approve the Trans Mountain Expansion Project (Project), subject to 157 conditions.

Trans Mountain filed its written reply argument with the National Energy Board (NEB), a move that triggered the close of the record in the NEB Proceeding into the proposed Expansion Project. The reply argument is the company’s response to Intervenor written and oral arguments and follows the presentation of its own final arguments in December 2015.

Trans Mountain filed its Final Argument to reflect the replacement economic evidence, filed in September 2015, with the National Energy Board (NEB) as part of the regulatory review.

The National Energy Board and Intervenors issued a round of information requests to Trans Mountain regarding its 89 page report, Market Prospects & Benefits Analysis of the Trans Mountain Expansion Project, that was filed as replacement evidence. Trans Mountain responded to these questions on October 26, 2015.

Trans Mountain filed replacement evidence with the National Energy Board (NEB), highlighting the economic need and benefits of the proposed Trans Mountain Expansion Project. The evidence includes an 89-page report, Market Prospects & Benefits Analysis of the Trans Mountain Expansion Project, prepared by Muse Stancil and updates to the Conference Board of Canada’s estimates of jobs and fiscal benefits that are based on these numbers.

Trans Mountain filed its written Final Argument with the National Energy Board (NEB) as part of the regulatory review.

Trans Mountain filed its Reply Evidence in response to Evidence filed by its intervenors in May 2015. Trans Mountain’s Reply Evidence submission included a summary reply and various reports and appendices.

Consultation Update #4 for the Trans Mountain Expansion Project contains information on the continued efforts to engage with stakeholders on emergency management, community capacity building, Environmental Protection Plan (EPP), socio-economic effects monitoring, construction impacts, Project status and updates, as well as respond to other issues as they arose.  These updates cover the time period between January 1, 2015 and June 30, 2015.

Intervenors issued their second round of information requests to Trans Mountain regarding its Facilities Application. On Feb 18, 2015, Trans Mountain filed answers to more than 5,600 questions asked by Intervenors.

The National Energy Board issued information requests to Trans Mountain regarding its Facilities Application. On Feb 3, 2015 Trans Mountain filed its responses to these information requests.

Trans Mountain’s Technical Update #1/Consultation Update #2 contains additional information that Trans Mountain committed to filing with the National Energy Board through the Facilities Application, in replies to various Information Requests (IRs), and in response to Intervenor motions on Trans Mountain’s responses to Intervenor IR # 1. The National Energy Board issued information requests to Trans Mountain regarding its Facilities Application. On July 21, 2014 Trans Mountain filed its responses to these information requests.

One hundred twenty-two Intervenors issued information requests to Trans Mountain regarding its Facilities Application. On June 4, 2014, Trans Mountain filed its responses to sixty of the Intervenor's information requests. The remaining responses were filed on June 18, 2014. The National Energy Board issued information requests to Trans Mountain regarding its Facilities Application. On May 14, Trans Mountain filed its responses to these information requests.

On March 20, 2014 Trans Mountain filed a Consultation Update with the National Energy Board (NEB), which provides a summary of our ongoing consultation activities since the filing of Volume 3 of the Facilities Application. This filing is a formal regulatory document that includes details of our consultation activities with stakeholders, Aboriginal groups and landowners conducted between August and December 31, 2013. For activities prior to August 1, 2013, please refer to Volume 3 below.

This filing also includes a summary of Errata, which identifies and corrects errors in the original filing such as formatting, incorrect page numbers, or a change in scale to a graphic. The original volumes have been adjusted to reflect these corrections.

This volume provides a summary of the application focusing on key findings and conclusions.

This volume explains the purpose of the Project, contains the project description, and explains Project need, economic feasibility and economic benefits. It also describes the pipeline corridor routing and facility siting and land information, including land rights and acquisition.
