NEB Condition 60 requires Trans Mountain to file an environmental and socio-economic assessment for all temporary construction lands and infrastructure prior to construction. These are lands needed to support construction of the Trans Mountain Expansion Project.

Region

The ESA Addenda were developed for sites between Strathcona County, Alberta and Burnaby, British Columbia and in particular, in Spreads 1, 2, 3, 4a, 5a, 5b, and 7 (Greater Edmonton, Yellowhead, North Thompson, BC Interior, Coquihalla-Hope and Lower Mainland regions).

Project Interaction 

The Addenda provide an updated assessment for temporary workspace extending outside of the approved Project Corridor, as well as newly identified access roads for the first 10 km of each pipeline spread.

Planned Mitigation 

The temporary workspace was selected to avoid potential physical environment constraints (e.g., terrain instability or adverse topography). Trans Mountain will prioritize use of existing roads and trails and limit new access road construction where practical. In some cases, new access roads or road upgrades will be required in areas where suitable access does not currently exist.

No new mitigation measures are recommended beyond those provided in the original Environmental and Socio-Economic Assessment (ESA), the Temporary Construction Lands and Infrastructure Environmental Protection Plan (EPP) and related filings. With appropriate mitigation, predicted Project-related effects and cumulative effects remain not significant.

The Environmental and Socio-Economic Assessment Addenda for Temporary Construction Lands and Infrastructure addresses the requirements of NEB Condition 60 for the Trans Mountain Expansion Project.
