The National Energy Board has wrapped up a public oral hearing to consider an application by Trans Mountain Pipeline ULC for approval of the toll methodology that would be implemented on the proposed Trans Mountain expanded system, if the pipeline is eventually expanded.

Held in Calgary, the seven-day NEB public hearing began on Feb. 12, 2013 and concluded on Feb. 21, 2013. The focus of the hearing was to look at commercial matters pertaining to the tolls that would be charged to the shippers who would use the proposed expanded pipeline. In assessing a toll methodology application, the Board considers whether the resulting tolls would be just and reasonable, and not unjustly discriminatory to any shippers.

It’s important to note that the Toll Application is not Trans Mountain’s comprehensive Facilities Application that will ask the NEB for approval to build the necessary facilities to operate the proposed expanded pipeline. Trans Mountain intends to file the Facilities Application with the NEB in late 2013.

A ruling from the National Energy Board is expected by the end of May 2013.
