Trans Mountain has selected or signed memorandums of understanding with six experienced contractors who will lead construction of the Trans Mountain Expansion Project.

SA Energy Group is the Construction Contractor for three areas of the Project:

  • Spread 1 pipeline construction – Greater Edmonton
  • Spread 4B pipeline construction – North Thompson (southwest portion)
  • Spread 6 pipeline construction – Fraser Valley

What is SA Energy Group?

SA Energy Group is a 50/50 General Partnership between Robert B. Somerville and Aecon Utilities. The partnership combines the strength of two Canadian construction companies. The partnership has substantial experience with large diameter pipeline construction.

Since 2012, SA Energy Group has successfully constructed more than 1,500 kilometres of large diameter pipeline for a variety of clients in Ontario, Manitoba, Saskatchewan, Alberta and British Columbia. All projects were completed on schedule, without environmental incident, with outstanding safety and quality performance, full regulatory compliance and meaningful stakeholder engagement.

What’s the Group’s process for hiring the construction crews and related workers who will be building the Trans Mountain Expansion Project?

SA Energy Group is a unionized pipeline construction contractor and an active member of the Pipeline Contractors Association of Canada. We will engage our union partners (International Union of Operating Engineers, United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry, International Brotherhood of Teamsters and Labourers International Union of North America) to provide qualified and competent labour for the Project. 

SA Energy Group and our union partners value the importance of a trained and competent workforce, embracing our responsibility as a local partner. We are committed to maximizing participation of affected local and Indigenous groups. SA Energy Group will actively recruit individuals from all affected local and Indigenous communities through job postings, open houses and job fairs. We have the full support and commitment of our union partners to maximize Indigenous and local employment on the Project and have a well-defined process for employing indigenous and local workers and businesses regardless of union affiliation.

SA Energy Group has significant experience implementing socio-economic benefit strategies for local and Indigenous communities in BC and across Canada. We are committed to consultation, accommodation, optimizing economic benefits, maximizing the employment of local labour and resources, and using local subcontractors wherever possible.

You have work in widely dispersed areas along the Project right-of-way. What measures are you taking to keep on top of everything?

SA Energy Group has a geographically diverse scope of work on the Trans Mountain Expansion Project.  Our corporate Indigenous and Community Relations Manager and our dedicated project teams have maintained continuous engagement and communication with all of the affected communities.  Engagement will become more formal and more frequent as schedules and execution strategies are finalized and we move towards the start of construction. Based on the current Project plans, the construction of Spreads 1, 4B and 6 will be spread out between 2019 and 2022.

SA Energy Group will be implementing various trenchless crossing technologies including horizontal directional drilling and micro tunnelling (direct pipe) to minimize disturbance at sensitive water crossings. In addition, SA Energy Group will be implementing stringent biosecurity protocols, including equipment cleaning and sophisticated tracking to ensure the protection and integrity of all agricultural land.

We have extensive experience developing and implementing biosecurity management and groundwater management programs.
